Electric Transportation Vehicle (ETV) Storage and Charging Guidelines

These guidelines establish rules for the storage and charging of electric bicycles (e-bikes), electric scooters, gas-powered scooters and mopeds, hoverboards, and other battery- or fuel-powered personal mobility devices —collectively, Electric Transportation Vehicles (ETVs) — on district property. These guidelines exist because of the serious fire, health, and safety dangers these devices pose when stored, charged, or operated inside school buildings.

The storage and charging of Electric Transportation Vehicles (ETVs) on campus shall be prohibited inside Jackson Public Schools facilities.

Effective immediately, e-bikes, electric scooters, gas-powered scooters, mopeds, hoverboards, electric skateboards, and any similar motorized or battery-powered personal transportation devices are NOT permitted to be stored, parked, or charged inside any school building. This includes, but is not limited to, classrooms, hallways, offices, gymnasiums, cafeterias, stairwells, and any other indoor space. 

This prohibition applies to students, staff, and visitors at all times, including during the school day, before/after-school programs, and evening events held on district property.

Lithium-ion batteries used in e-bikes, scooters, and hoverboards can enter thermal runaway, a chemical reaction that produces intense, fast-spreading fires that are difficult to extinguish with standard fire extinguishers and can reignite after appearing to be out. Gas-powered mopeds and scooters introduce additional risks from fuel leaks, fumes, and combustion. Given these dangers, the district prohibits indoor storage and charging of these devices for the following reasons:

• Fire risk: Damaged, defective, or improperly charged lithium-ion batteries can ignite suddenly and burn at extremely high temperatures, producing toxic smoke.
• Difficulty extinguishing: Battery fires are chemical in nature and are not reliably controlled by standard fire suppression equipment or building sprinkler systems.
• Evacuation and egress hazards: Devices parked in hallways, stairwells, or near exits obstruct evacuation routes during an emergency.
• Fuel and fume hazards: Gas-powered mopeds and scooters can leak fuel or emit fumes that are hazardous in enclosed, occupied spaces.
• Overloaded electrical circuits: Charging multiple devices on school electrical systems not designed for this load increases the risk of electrical fires.
• Code and insurance compliance: Indoor storage and charging of these devices may violate local fire code and jeopardizes the district's liability and insurance coverage.

Riders must park and, where applicable, lock these devices in designated outdoor storage and charging or parking areas identified by building administration. Devices may not be charged using outdoor or indoor school outlets unless a specific charging station has been designated and approved by the district. Riders are responsible for providing their own locks and assume responsibility for the security of their devices in outdoor storage and charging areas; the district is not liable for loss, theft, or damage.

Any e-bike, scooter, moped, or similar device found stored inside a school building will be removed by staff and relocated to outdoor storage and charging areas, or the owner will be asked to remove it from the premises. Repeated violations may result in disciplinary action consistent with the student or employee handbook, and/or loss of on-campus riding and parking privileges.
